It shall be unlawful for any person who is not a licensed horse owner, manager, or trainer or a registered trainer, to allow any horse or mare to suffer from any injury or injury to his or her body, in violation of Title 8, Chapter 483, F.S. (B) In the case of injury or loss of life to a horse or mare by any other than accident, the owner, owner's manager or agent, or trainer licensed pursuant to Title 8, shall immediately notify the veterinarian, fire official, department, or other appropriate law enforcement agency, or local emergency room if he or she has personal knowledge that the horse or mare is injured or has suffered loss of life in an accident. © Any person guilty of animal cruelty committed under Section 649.15, who is previously found guilty of animal cruelty in some other jurisdiction, shall be guilty of a felony of the second degree, punishable as provided in s. 775.082, s. 775.083, or s. 775.084.
