These focused on increasing federal oversight of the workplace and giving out-of-work adults jobs?thereby creating a powerful motive to remove children from the workforce.

The Keating-Owen Act of 1916 was the first labor law that applied to children. The law prohibited shipments between states or overseas of goods and products from any factory, shop or cannery that employed children under 14 years old, and any mine that employed children under 16 years old.

In 1916, Congress created the Keating-Owen Child Labor Act as an attempt to regulate child labor.

This act limited the working hours of children and forbade the interstate sale of goods produced by child labor.

United States struck down the Keating-Owen Act, which had regulated child labour. The act, passed in 1916, had prohibited the interstate shipment of goods produced in factories or mines in which children under age 14 were employed or adolescents between ages 14 and 16 worked more than an eight-hour day.

Slowly public opinion began to grow to do something. President Wilson was reluctant to support a bill but agreed not to oppose it. Before long he became an enthusiastic supporter. In 1916 the Senate by a vote of 52 to 12 passed the Keating-Owen Child Labor Act.

The National Child Labor Committee's work to end child labor was combined with efforts to provide free, compulsory education for all children, and culminated in the passage of the Fair Labor Standards Act in 1938, which set federal standards for child labor.

The bill was named for its sponsors: Edward Keating and Robert Latham Owen. The work of Alexander McKelway and the National Child Labor Committee (NCLC), it was signed into law in 1916 by President Woodrow Wilson, who had lobbied heavily for its passage, and went into effect September 1, 1917.

The reduction in the absolute number of child workers has been the most obvious and the most frequently discussed effect of the depression on child labor. A more significant though less conspicuous effect has been the change in the types of employment and in general working conditions.
