Built 1966, the Kinzua Dam was authorized under the Flood Control Acts of 1936 and 1938. The dam was constructed to protect Pittsburgh and reduce flood levels in the Ohio River Valley after a series of floods devastated Pittsburgh, Johnstown, and other cities downstream the Allegheny River.
In creating the Allegheny Reservoir behind Kinzua Dam, the army engineers gutted the Seneca Indians' reservation, drowning approximately 10,000 acres of the Indians' only habitable land, which ran along the Allegheny River, and deliberately breaking an Indian treaty in order to do so.
The reservoir was created in the 1960s when the U.S. Army Corps of Engineers constructed the Kinzua Dam on the upper Allegheny River. The reservoir water level and water surface is managed by the U.S. Army Corps of Engineers. Only a few private landowners exist on the New York shoreline.
